Can’t select Vocals from Drop box for “Which instrument did you record?” because Progress monitor covers it. Didn’t have this problem on windows XP now using 7

Don't know for sure what is causing your problem but it sounds like it's a browser issue ...
- make sure your browser is up to date
- try a different browser (if using IE)
- try to Ctrl-F5

You should be able to edit your description and instruments once the jam is published anyway ?

Tried Ctrl-F5 on IE no luck. Ended uploading and editing. Thank You for your advice. B)

i'll take the hint onto the toDo list, thanks for mentioning the issue :) (you must have faily little screen real estate...what's you screen resolution? just in case you happen to know...)
